Le programme triennal BIG (Biosecurity in pIG production / Biosécurité en filière porcine), mis en œuvre par la France aux Cambodge, Laos, Philippines et Vietnam, vise à appuyer ces pays dans leur lutte contre la peste porcine africaine (PPA). Il est piloté par l’École Nationale des Services Vétérinaires de Lyon (ENSV-FVI) pour le compte du ministère de l’Agriculture et de la Souveraineté alimentaire [1], en partenariat avec l’IFIP, le CIRAD et AVSF, avec le soutien financier du Fonds pour l’application des normes et le développement du commerce (STDF) et du ministère de l’Europe et des Affaires étrangères.

Dans le cadre de la composante « laboratoires de diagnostic » du programme, une mission d’évaluation s’est rendue au Cambodge, composée de M. Rami Abi Khalil (ENSV-FVI), M. Olivier Bourry de l’Agence Nationale de Sécurité Sanitaire de l’Alimentation, de l’Environnement et du Travail (ANSES), et M. Sylvain Letellier de l’Association des directeurs et cadres de laboratoires vétérinaires (ADILVA).

L’objectif principal de cette mission était d’évaluer les capacités actuelles de diagnostic de la PPA à l’Institut national de recherche en santé animale et production animale (NAHPRI). La mission a examiné l’infrastructure, l’équipement et les fournitures du laboratoire nécessaires pour un diagnostic efficace du virus de la PPA.

Les experts français ont été chaleureusement accueillis par la directrice Mme. Seng Bunnary et son équipe. Deux expertes du Laos, Mmes Vilayvanh Soukvilay et Khamphok Phithacthep, membres du laboratoire national de santé animale du Département de l’élevage et de la pêche du Ministère de l’Agriculture et des Forêts étaient également invitées, ce qui a permis un partage d’expériences fructueux, avec une comparaison des méthodologies et des réglementations entre les trois pays.

Ces échanges ont permis d’identifier des axes de progrès, et devraient déboucher sur des programmes de formation à formaliser dans le cadre du programme BIG.

BIG Cooperation Program: French experts mission (ENSV-FVI / ANSES / ADILVA) supporting the NAHPRI laboratory in Cambodia, with the participation of Laos (from September 05 to 07, 2023).

The three-year program BIG (Biosecurity in Pig Production), implemented by France in Cambodia, Laos, the Philippines, and Vietnam, aims to support these countries in their fight against African Swine Fever (ASF). It is managed by the National School of Veterinary Services of Lyon (ENSV-FVI) on behalf of the Ministry of Agriculture and Food Sovereignty, in partnership with IFIP, CIRAD, and AVSF, with financial support from the Standards and Trade Development Facility (STDF) and the Ministry of Europe and Foreign Affairs.

As part of the « diagnostic laboratories » component of the program, an evaluation mission was conducted in Cambodia, composed of Mr. Rami Abi Khalil (ENSV-FVI), Mr. Olivier Bourry from the National Agency for Food Safety, Environmental and Occupational Health (ANSES), and Mr. Sylvain Letellier from the Association of Veterinary Laboratory Directors and Executives (ADILVA).

The main objective of this mission was to assess the current ASF diagnostic capabilities at the National Institute of Animal Health and Production Animal Health (NAHPRI). The mission examined the infrastructure, equipment, and laboratory supplies necessary for effective ASF virus diagnosis.

The French experts were warmly welcomed by the director, Mrs. Seng Bunnary, and her team. Two experts from Laos, Mrs. Vilayvanh Soukvilay and Khamphok Phithacthep, members of the National Animal Health Laboratory of the Department of Livestock and Fisheries of the Ministry of Agriculture and Forestry, were also invited, facilitating a fruitful exchange of experiences, including a comparison of methodologies and regulations among the three countries.

These exchanges identified areas for improvement and are expected to lead to formalized training programs within the framework of the BIG program.
