Rappel : l’offre de l’ENSV-FVI, en consortium avec les 2 instituts zoo prophylactiques et Sanitaires, IZS Teramo et IZSUM Perugia (Italie), à été sélectionnée par la DUE à l’été 2022. Ce jumelage portant sur l’« Appui au renforcement du dispositif de surveillance et de contrôle de la qualité et conformité sanitaire et phytosanitaire des produits agricoles et agroalimentaires » à Madagascar a démarré depuis le 1er septembre 2022 avec l’arrivée du Conseiller Résident de Jumelage (CRJ). Financé à hauteur de 2 M€ par l’Union européenne, le projet se déroulera sur une période de 2 ans et s’inscrit dans un programme plus large relatif à la sécurité alimentaire et nutritionnelle dans l’Océan Indien (PRESAN)

Avancement : Suite au séminaire de lancement qui s’est déroulé en octobre 2022, en présence du Vice-Ministre de l’Agriculture, 3 missions de terrain ont été réalisées, au cours desquelles un état des lieux a été établi en matière de réglementation sur les médicaments vétérinaires et les produits phytosanitaires ainsi qu’une hiérarchisation des risques concernant les organismes nuisibles et les maladies animales prioritaires. Cette dernière mission a ainsi identifié la filière du niébé (Black eyed peas) et la filière bovine comme sujets prioritaires pour les actions à venir.

Au cours de ces activités, nos experts ont pu prendre toute la mesure des difficultés de terrain que nos homologues Malgaches peuvent rencontrer, notamment en termes d’effectifs, de moyens financiers et de logistique. Des informations importantes qu’ils prendront en compte lors de leurs recommandations et propositions.

Madagascar: progress of the twinning « Support to the reinforcement of the monitoring and control system of the sanitary and phytosanitary quality and conformity of agricultural and agro-food products » MG 19 FED AG 01 21

Reminder: the offer of the ENSV-FVI, in consortium with the 2 Zoo Prophylactic and Sanitary Institutes of Teramo and Perugia (Italy), was selected by the DUE in summer 2022. This twinning on the « Support to the reinforcement of the monitoring and control system of the sanitary and phytosanitary quality and conformity of agricultural and food products » in Madagascar has started since September 1st 2022 with the arrival of the Resident Twinning Advisor (RTA). Financed to the tune of 2 M€ by the European Union, the project will run for a period of 2 years and is part of a wider programme on food and nutritional security in the Indian Ocean (PRESAN)
Progress: Following the launch seminar held in October 2022, in the presence of the Madagascan Vice-Minister of Agriculture, 3 field missions were carried out, during which an inventory was drawn up of the regulations on veterinary medicines and phytosanitary products, as well as a prioritisation of the risks concerning harmful organisms and priority animal diseases. The latter mission identified the cowpea (black-eyed peas) and cattle sectors as priority areas for future action.
During these activities, our experts were able to fully appreciate the difficulties that our Malagasy counterparts may encounter in the field, particularly in terms of staffing, financial resources and logistics. This important information will be taken into account in their recommendations and proposals.
